OCTA Research, Tugon ng Masa Survey – September 2025
Filipinos’ priorities differ depending on where they live, according to the latest Tugon ng Masa survey conducted by OCTA Research in September 2025. While corruption tops the list of national issues in Metro Manila, economic concerns such as rising prices, food access, and wages are more pressing in other regions.
In the National Capital Region (NCR), fighting corruption emerged as the most significant issue, cited by 53% of respondents. Improving wages (33%) and controlling the prices of basic goods and services (17%) followed as other notable concerns.
Meanwhile, in Mindanao, economic pressures dominate public attention. More than half of respondents (53%) identified controlling the cost of basic goods and services as their top concern, while 18% mentioned corruption as a priority.
Balance Luzon residents highlighted access to affordable food (36%) as their primary concern, followed closely by improving wages (28%) and reducing poverty (27%). Similarly, in the Visayas, improving wages was the top issue, cited by 29% of respondents.
These results reflect a clear regional divide: urban voters in the capital are most concerned about governance and accountability, while economic stability remains the dominant issue for citizens in other parts of the country.
