FACT CHECK: Senator Migz Zubiri is NOT declared “persona non grata” in Mindanao

FALSE. Senator Migz Zubiri was declared “persona non grata” in Mindanao after allegedly withdrawing support from Vice President Sara Duterte and Senate leadership figures.

FACT. There is no official resolution, local government record, or verified news report showing that Migz Zubiri was declared persona non grata in any province, city, or municipality in Mindanao.

The video published by “PINAS NEWS INSIDER” uses captions implying that Zubiri was politically rejected or disgraced due to shifting alliances in the Senate. 

However, no local government unit—whether provincial board, city council, or municipal council—has issued a formal declaration of persona non grata against him.

The claim circulated amid political tensions following the Senate leadership change in May 2026, where Senator Alan Peter Cayetano was installed as Senate President after an internal vote. 

Zubiri abstained from the leadership vote and later joined the Senate minority bloc, contributing to a more divided chamber ahead of Vice President Sara Duterte’s impeachment proceedings.

Under Philippine local governance practice, persona non grata declarations require an official resolution passed by a local legislative body. No such resolution or official document exists regarding Zubiri, making the claim unsubstantiated.
