FACT CHECK: No credible poll shows President Marcos endorsed as first Prime Minister in the Philippines

FALSE. A Facebook post claims that 68% of people in Luzon want to change the form of government and that President Ferdinand “Bongbong” Marcos Jr. is endorsed as the first Prime Minister under a new system. The post presents this as if based on a legitimate survey.

FACT. There is no credible or official survey supporting these claims. No verified poll has shown that a majority in Luzon wants to shift to a parliamentary system, nor has any reputable poll endorsed President Marcos as the first Prime Minister under a changed government structure.

Public opinion data on constitutional change indicate that most Filipinos are opposed to amending the Constitution or shifting to a different form of government. For example, a March 2024 Pulse Asia survey found that a substantial majority (around 74-88%) of respondents opposed amending the Constitution “now or any other time,” with only a small minority favoring changes such as adopting a parliamentary system.

The Philippines currently operates under a presidential system as established by the 1987 Constitution. There is no official legal process underway that has created a prime minister position, nor has there been any validated public opinion research endorsing such an outcome.

Claims mixing unrelated data or presenting hypothetical scenarios (such as naming a specific individual as prime minister) as fact are misleading. Even when some Filipinos express openness to constitutional reform in surveys, overall support for changing the form of government remains low and does not substantiate the viral claim.
