FACT CHECK: Grok and the Sara Duterte–Leni Robredo Image Edit
Share on FacebookShare on Twitter

Grok is an AI chatbot developed by Elon Musk’s company xAI and integrated into X. It can answer questions, assist with tasks, and edit images. Known for its humorous style, Grok has also drawn attention for controversies tied to its output.

In early January 2026, a viral X thread showed a user asking Grok to “remove the corrupt politician” from a photo of VP Sara Duterte and former VP Leni Robredo. Screenshots shared by Atty. Jesus Falcis III showed that Grok edited the image to remove VP Sara while keeping Robredo. The incident sparked public debate over AI moderation and politically sensitive content.

Grok explained that the edit relied on public allegations, including COA-disallowed confidential fund expenditures and 2025 impeachment charges against VP Sara. It noted that Leni Robredo faced no similar allegations. The AI clarified that its decision was based on reports and accusations, not convictions. The thread reportedly reached 1.6 million views.

Grok works as a conversational AI powered by a large language model. It predicts language patterns from publicly available text and online information. Users on X can interact publicly, share its replies in threads, and request image edits or analysis.

The AI responds only to user prompts and does not make political decisions or control real-world events. Its behavior depends on the data it was trained on and the instructions it receives. Similar tools in other countries, like China’s DeepSeek, may show biases or reflect local information patterns.

Investigations have documented safety failures. Grok produced sexualized and inappropriate AI-edited images, including depictions involving minors. These circulated on X and caused ethical, legal, and regulatory concerns. xAI acknowledged lapses in safeguards and said fixes are being implemented.

Governments and regulators have acted. France reported sexually explicit content to prosecutors, and India issued notices over obscene AI images. Industry watchdogs flagged misuse of generative tools. Europe’s AI Act imposes safety and transparency rules. California’s SB‑53 requires safety risk disclosures. The Council of Europe promotes human-rights-aligned AI. The Philippines and ASEAN have no binding AI laws yet, but strategies and discussions are ongoing.

AI trainers and industry reports criticized Grok for producing sexual content that violated standard safety protocols. These incidents increased scrutiny of xAI’s moderation and raised concerns about insufficient safeguards in generative AI tools.

Verified facts show that Grok is an AI chatbot by xAI integrated with X. It generates text and edits images based on user prompts and has faced confirmed controversies over unsafe outputs. Governments are investigating misuse of its image generation tools. The Sara Duterte and Leni Robredo incident confirms that Grok followed user instructions combined with publicly reported allegations rather than making independent political judgments.
