FACT CHECK: Duterte has not returned to Davao City amid ICC proceedings

FALSE. Claims circulating online say Rodrigo Duterte has returned to Davao City while facing confirmation of charges at the International Criminal Court (ICC).

FACT. Duterte remains detained at the ICC detention facility in The Hague, Netherlands.

The ICC allowed Duterte to skip attending the confirmation of charges hearing, but this does not mean he was released or permitted to return to the Philippines. He remains under ICC custody while judicial proceedings continue.

The viral image showing Duterte dining with his children, including Sara Duterte, is an old photo previously posted in February and is unrelated to the ICC hearing. There is no official statement confirming that Duterte is in Davao City.

The ICC prosecution formally charged Duterte with multiple counts of murder and attempted murder as crimes against humanity, including killings in Davao City allegedly linked to the so-called Davao Death Squad and deaths during nationwide anti-drug operations.

The charges accuse him of organizing anti-crime operations, abetting impunity, and arming or incentivizing key personnel allegedly involved in the killings.
