FACT CHECK: Laguna hospital funds not diverted to “ayuda”

FALSE. A viral post claims that funds intended for the construction and repair of provincial hospitals in Laguna were redirected by Gov. Ramil Hernandez and Rep. Ruth Hernandez into “ayuda” (aid).

FACT. The provincial hospital budget was not diverted. Allocation and use of funds follow official budgetary procedures under the supervision of the Department of Budget and Management (DBM) and are subject to audit by the Commission on Audit (COA).

A circulating video suggests the Hernandez couple misused hospital funds, but it misrepresents how provincial budgets are legally managed. Provincial spending undergoes approval processes and auditing mechanisms designed to ensure funds are used for their intended purposes.

The Facebook post includes a caption implying that hospital funds were reallocated for general aid and shows a screenshot of a supposed story attributed to “Laguna News.” However, the claim appears fabricated and is not supported by official budget documents or audit findings.

Gov. Ramil L. Hernandez clarified that provincial programs and projects, including hospital construction and maintenance, are financed through properly allocated budgets approved by the Provincial Board and audited by COA. 

Funds are released according to legal procedures and the budget cycle. Laguna has also received a Clean Audit Opinion and the Seal of Good Local Governance (SGLG) in recognition of its financial management practices.
